1.Open your browser and search blogger and open the first link as shown in below image.  

           

2.Now a new page will open click on create your blog as shown in below image. 

            

3.By clicking on it will take you to Google account login page, if you have Google account then you candirectly sign in to blogger,if not then click on create account as shown in below image. 

             

4.complete your sign in process and blogger page will open on your device now click on create post and configure your blogger account, and get started with your knowledge,skills and creativity as shown in below image.
